I have received your despatch No. 109 of the 18th Nov!

reporting the payment to Captain O'Callaghan of $500 on account of passage allowance. I cannot concur with your Council that this case falls under the 193rd Colonial Regulation.

That rule applies only to public officers appointed permanently to the service of the Colony by the Secretary of State, when he is of opinion that the appointment of an officer from home is desirable in the interests of the Colony.
